Shadow IT is what happens when your information technology and security groups either won't or can't help projects get their work done. Today the rate of change of technology is accelerating to such a degree that "old think" and traditional approaches to supporting business functions has collapsed. Ultimately it is the role of leadership to declare where the company's workers and tech support must go: forcing IT to enforce old rules and at the same time pushing developers and workers to do everything in a new way that has to break those old rules, is irresponsible
If IT and security fail to converge ongoing and future operational requirements - mixing traditional technology, traditional security policies, with new models that fundamentally violate those policies, the collision inevitably will lead to disaster and chaos.
This is the time for leadership to declare the vision of the future mode of operations, and a clear path for the migration between "old think" and "new think" ways of getting business done.
